Feeling the Heat!

I had an opportunity recently to participate in a fire simulation training that took place at a Calaveras Consolidated Fire station (Jenny Lind) in Rancho Calaveras. My priority as an elected representative has always been to vigorously support our public safety organizations and the fire fighters of Calaveras Consolidated are doing a great job keeping our community safe in western Calaveras County.

Cal Fire assists CalCo in Rancho Calaveras fire

This week we had a structural fire that threatened to spread through an area in Rancho Calaveras that has many larger lots, some of which are undeveloped. Luckily between Calaveras Consolidated firefighters and other fire units providing back up they were able to contain the blaze to a 5 acre area according to reports.

California State Fire Fee (tax)

Very few Sacramento Politicians seem to care about the law when it comes to imposing new taxes and fees on citizens of the state.

In the month of December I had the opportunity to represent the Calaveras County Board of Supervisors who voted unanimously 5-0 to send an official notice to Sacramento that we are opposed to the new fire fee imposed without the consent of the citizens.

The Calaveras County Board of Supervisors (unanimously), your State Assembly member Kristin Olsen and your State Senator Ted Gaines all opposed the new state fire fee (tax) in your behalf, but the outcome for now is that the fee remains while lawsuits that have been filed against the state work their way through the courts.

Pink in the Night

October is officially “Breast Cancer Awareness” month and marked by the wearing of pink either in ribbon form or other pink clothing as seen at many sporting events and other public venues showing support for breast cancer awareness.

Locally our hospital in San Andreas and the Mark Twain Dignity Foundation sponsor a “Pink in the Night” event to further the breast cancer awareness effort.

 

 

 

 

 

 

 

 

 

This year’s event was held at the Terrace and brought out over 100 people showing their support. I was glad to see a larger crowd this year than last year and have no doubt the event will grow as we all know someone who has been affected by this serious health issue.

National Cover Miss

Heather Hanson of Valley Springs, “National Cover Miss” 2011 is about to pass her crown to the 2012 winner of the crown in November,  just over a month from now, at a ceremony in Los Angeles before a national audience. During the ceremony she will briefly talk about her year as National Cover Miss and her goals for the future including a proposal for ways to make her community better in some way, working with area leaders.

Before leaving for college this fall Heather met with Calaveras County District Attorney Barbara Yook after which I had the chance to eat lunch with Heather and her Mother Kathy at the Pickle Patch and then escort them to Capital Hill to meet with our Assembly Member Kristin Olsen.

It’s amazing what a huge year Heather had in 2012 as the National Cover Miss, recipient of the highest award in Girl Scouts the “Gold Award”, her graduation from Calaveras High School with honors and now attending college in the Seattle Washington area.

Watching Heather’s progress these last 4 years from a Freshman at Calaveras High to graduating with the class of 2012 and seeing all that she has been able to accomplish serves as an example of what can happen right here in Calaveras County with a motivated youth who has the support of family, schools and community.

Heather is most passionate about creating opportunities for “youth” in the county and more specifically in the Valley Springs area where she grew up before heading off to college this year.

“Shadow People” Author at Rancho Calaveras clubhouse

How Meth-driven Crime is Eating at the Heart of Rural America

 

Author Scott Thomas Anderson visited the Rancho Calaveras club house on Thursday September 20th to talk about his book “Shadow People” and answer questions from local Rancho residents about the subject of Meth addiction and how it affects the increasing crime rate we have seen.

Scott is a nationally recognized author who has won several prestigious literary awards for his excellent work as a crime reporter and author.

There were also members of our local Sheriff’s department on hand to answer questions from the public about what is being done and what can be done to help our community with regards to this serious addiction issue that impacts every member of our community in one way or another. Some people made commitments that night to be a part of, or organize if necessary, a “Neighborhood Watch” program in their neighborhoods.  

I was thankful for the opportunity to meet Scott Anderson, to hear what he had to say, to hear from one of our local Sheriff’s detectives and to see so many members of our local community show up to listen and see what it was that they could do to help. I didn’t ask the official head count, but I know there were at least 30-40 people there.

Special Thanks also goes to the Rancho Calaveras clubhouse board and staff for hosting this special event.

School Board 2012

For many reasons some financial and some ethical related issues, I believe it is in the best interest of our district to change the open seats on the school board this election.

The current board members that are seeking reelection have done some great things for the district and served for many years, but there are critical changes that need to happen at this time to save the upcountry schools from closing, stop the cutting of school employees, create safer learning environments for our children and implement key financial/policy reform.

Google in the Springtime!

There’s nothing like a road trip once in a while, to get out of town and experience new things.

 

 

 

 

 

 

 

Today’s trip was to Silicon Valley in search of partners who may be willing to join with us in creating a synergistic relationship. My first stop was Google headquarters where there are many different topics of discussion to cover as to how we might work together for mutually beneficial outcomes.

 

 

 

 

 

 

 

 

 

 

 

One of the subject matters at both at Google headquarters and at nearby Tesla Motors (my 2nd destination) was electric vehicles.

Through a deal struck long ago when New Melones was built, Calaveras Public Power Authority was formed (CPPA) and we are allocated many megawatts of power each year. We have never used our complete allocation because there are very restrictive rules about what we can use them for.

…..but here we are in 2012 and what do you know, there are now electric vehicles that are practical for everyday use and we have very cheap power to charge them, that we are not fully utilizing currently.

Our special rate is only about 33% of the street rate that residential and commercial end users pay.

So, not only could we be “sparing the air” but wed could also be saving the county money on gas bills for our fleet vehicles.

Wow, a true win/win for the environment and the taxpayers!

After I was done at Google I went over to Tesla Motors to see about a promotional marketing deal to perhaps build us a less fancy/smaller version of the new Tesla S model  for county business needs.

 

 

 

 

 

 

Of course while I was there to talk scaled down practical models for county business I couldn’t help but get a picture of the beautiful line up of all electric roadsters in the parking lot being charged and waiting like pretty ponies for the Tesla executives to call it a day and punch the skinny pedal on the right for some after work mental mind clearing. The greatest thing about it is that they are absolutely electric, so whether it’s saving money on your gasoline bill or saving the planet with a carbon free ride, Tesla has you covered both ways.

 

Do you think if I’m really nice this year I can get Santa to deliver the keys to one of these?

The Calaveras County back roads are calling me to personally test out one of these Tesla roadsters!

Russ Thomas recall scoundrels exposed.

Yet again. 

Russ Thomas and his band of lackeys are so predictable it would be funny, if it weren’t such a mental drag and an annoyance to the rest of the general public.

Upon finding out today that I had been “served” with a 2nd notice of “intent to recall” in six months (after Russ Thomas’ lackeys failed miserably last November at hoodwinking the public into signing a recall petition filled with slander and malicious lies) I decided to spend a few minutes online and put this subject to rest.

In less than 30 minutes, with free technology via the internet I confirmed what many had suspected, that the recall proponents were and are Russ Thomas lackeys.

A women named Sharon Romano, a San Andreas resident and avid Thomas supporter is the tech support it seems that provides website presence for the recall spellman website, Marti Crane website (recall replacement hopeful and Thomas lackey) and the official Russ Thomas 2012 election campaign as he attempts to unseat sitting Supervisor Tom Tryon in the Angels Camp area.

Here are what’s known as “screen shots”, pictures of an active internet page, showing a backwards tracing technology that identifies the owner/operator/host of any particular website. Political spin cycles aside, I would like to see them explain this one. Sharon Romano is the domain host provider for all 3 websites linked to the Russ Thomas/Marti Crane/Recall Spellman trifecta.

When will Russ Thomas realize that cheaters never win in the long game?

Politics are like sports in a way, in sports you can choose teams and work hard to defeat your rival team, but nobody likes to see bad sportsmanship like taking a guy out at the knees, chop blocking, hitting below the belt, clothes lining your opponent etc. and for goodness sake please no sour grapes sore losers.

Memo to Russ and those who collaborate in his diabolical childish schemes…

Notes from a recall survivor

The truth is that we all know many things are desperately wrong with our government at every level, Federal, State and even Local.

The problem exists within the realm of ones willingness to accept truth which many times strikes us as bad news and decide to help make a positive change or to scoff at the truth teller as imaginative and continue to live in denial, which is easier by design.

Denial and/or deceit have made the political realm the fastest growing industry in recent modern times. Right here close to home in Calaveras County we have political boondoggles a plenty and I took office in January with a no holds bar approach at getting things cleaned up and a little more transparent, at the request of those who voted me into office by a 12+ point margin of victory.  This resulted in ugly backlashes from those seeking to hide the truth, manifest as a recall effort.

I give thanks and praise to all those who had the courage to stick with the truth and “told their neighbors and friends” that this was nothing more than a “sour grapes campaign” from last November’s election losers. As I watched former supervisor Russ Thomas stroll into the elections office Monday November 28th 2011 with a stack of recall petitions and listened to him tell me I was an arrogant fool it took me back, almost a direct flashback to one year ago. Even Nick Baptista the local owner/editor of the Valley Springs News drew the same conclusion in comparison and he even asked me, “does this seem like deja-vu from a year ago this time?”.

Luckily the conclusion was also similar to the outcome one year ago. The conclusion one year ago was that Russ Thomas was the actual arrogant individual, that he was not serving the best interests of the people and he lost the election. Monday November 28th 2011 concluded in similar fashion. Try as he and his disrespectful supporters might, they came up short of the number of signatures needed and again had to face the reality that the people are smarter than they give them credit for and can still see through their lies.

We must be vigilant in making sure that lies do not go unchallenged. I have heard of  people being swayed by the deceptive lies told during this recall campaign.

I have consistently held a public forum no less than twice a month since taking office where people can walk in without an appointment and ask any question of me they like and/or share ideas, or concerns, or even wishes about what they think would help our community be a better place. The funny thing is, none of the recall people ever came to one coffee shop meeting and aired concerns or complaints. I am left to beleive that their no show status is directly linked to their decision to not accept me as their newly elected representative, but rather to focus their time and efforts on demeaning and slandering me.

These informal public forums take place at Common Grounds Coffee Shop in the Village Terrace on Vista Del Lago in Valley Springs every 2nd and 4th Tuesday starting at 7 pm.

If you or anyone you know has a desire to speak with me in person, please visit me at the coffee shop on the 2nd or 4th Tuesday evening. If your need is more immediate or a phone call or email is easier, contact me anytime and I will be more than willing to speak or correspond with you on any issue you wish pertaining to the county and how I may be of assistance.

I will continue to tell the truth even if it causes pain for some at times, fight for your rights and your interests to make our community ever better. With your continued help and support I know we can make this happen.

“Stuff the Bus”

Saturday November 5th “Stuff the Bus” holiday food drive to benefit citizens of our county who may not other wise have a holiday dinner meal took place in Valley Springs.

This event was graciously co-sponsored by the Resource Connection food bank and Calaveras Transit.

The Event was very successful and I was very inspired by the good spirits and giving nature of the people who donated to help provide holiday meals. Due to the generosity of our neighbors and friends we were able to collect two pallet sized crates of food in addition to 32 turkeys and a ham that will make the holidays that much more special for those in need this season.

My family and I feel very blessed to have had the opportunity to serve at this event and felt uplifted by such a positive demonstration of giving in times of need. With so many awful things happening in today’s world, it’s nice to see such a wonderful display of caring so close to home right here in Valley Springs.

We all enjoyed the opportunity to help. It's a very good feeling.

For those who were unable to donate at this event, but would like to contribute watch for the “Santa’s Express” big red bins at various businesses and other locations in our county including most all public school sites.

Incompetence or Malfeasance?

Did the Calaveras Enterprise make a horrible mistake or were they, by their incompetent performance, seeking to disqualify a county citizens group from legal redress?

A West Point citizens group sued a county fire district over newly imposed illegal taxes.

Luckily the case was finalized last week, in favor of the citizens, no thanks to the Calaveras Enterprise. This case was almost thrown out on a technicality, pointed out directly by the court as an error on the part of the Calaveras Enterprise. If the case had been thrown out there would have been many unfortunate consequences, not the least of which would have been the edict to pay the defendant’s legal fees estimated at $104,000.

CONCERNED CITIZENS FOR RESPONSIBLE GOVERNMENT et al., Plaintiffs

WEST POINT FIRE PROTECTION DISTRICT et al., Defendants 

No. C061110.  Filed 6/29/11.

1. Statute of Limitations.

Section 860 gives a public agency 60 days from the date on which it takes governmental action to file a lawsuit to validate its action.

FN4. Section 860 provides: “A public agency may upon the existence of any matter which under any other law is authorized to be determined pursuant to this chapter, and for 60 days thereafter, bring an action in the superior court of the county in which the principal office of the public agency is located to determine the validity of such matter.

2. Publication of Summons.

*5 As we have recounted in the Procedural History (pp. 5–6, ante ), Concerned Citizens went through three rounds of service of summons by publication, before finally completing valid service on December 14.

While admitting that Concerned Citizens properly published summons on the third attempt, the District nevertheless argues that because publication was defective on the first two attempts, the action should have been dismissed.

As the District acknowledges, section 863 provides that if proper publication by summons is not effected within 60 days, “the action shall be forthwith dismissed on the motion of the public agency unless good cause for such failure is shown by the interested person.” (Italics added.)

The record shows that the first series of publications was defective because the newspaper in which publication occurred—the Calaveras Enterprise—published the wrong form of summons. This mistake was not the fault of counsel. Counsel had provided the correct summons, but the Enterprise staff substituted its own language, suitable for use when publication serves notice to an individual who is otherwise unamenable to service.

The owner and proprietor of the Calaveras Enterprise (Ralph Aldridge) is an attorney, so it is said. What kind of law in particular, if any, that he practices is not certain.

There are those who question the newspaper’s ability to perform professionally, however this may be a case of “Malfeasance” or sabotage to sink the legal standing of a citizen’s group who brought a grievance against a local governmental agency.

Is Mr. Aldridge the captain of his ship and able to use his law degree to ensure competence in legal postings, or is this an attempt to subvert the legal compliance necessary for this citizen’s group to realize their right to redress under the available laws?

Since the Enterprise is currently engaged in what attorneys say is an illegal contract with the county right now, which I objected to and voted against, it doesn’t surprise me that there are many other chinks in the armor of their professional facade.

Thanks for all your continued support as I continue to pursue solutions to our local governmental problems, exposing incompetence and or corruption particularly when it is blatant or costly to the taxpayers.

Frog Jump Time

It’s almost time for fair and the frogs are jumpin!

I was chosen to represent the Board of Supervisors this year for the annual “pre-fair” frog jump competition. For the first time, in the history of the government center frog jump, a supervisor won the contest. Nobody was more surprised than me that our frog “Elderberry” had longest jump.

Post Fair Update………..my world premier as a frog jumper was lack luster, but I enjoyed the event and had a great time!

Middle Ground (updated 04/26/11)

Earth Day and  Tea Party 2011

Any Middle Ground?

Update; Both the “Green Party” and “Tea Party” openly called for  “SMALLER GOVERNMENT”.

This may sound funny, but it is true nonetheless, I heard it with my own ears. Of course the call went out with different reasons as their basis of logic, but I believe there is common ground to work towards.

Same call different visions.

Green Party: Traditional Liberal philosophy of individualism/rights protected by the government not mandated actions dictated by the government.  One must realize the difference between a Liberal and a Progressive. An example of a modern liberal mindset is the old rally cry of “Question Authority” and “Down with Big Brother” anyone remember those chants? Traditionally bigger government has never been the answer to problems Liberals seek to solve, but has been more of a hindrance through political and financial favors benefiting big business when they would rather see a focus on the needy or the “Common Person”.  At Earth Day in Calaveras County this year I heard a more traditional Liberal message, at least from the organizers of the event.

Tea Party: Traditional Constitutional based philosophies were on display. Again individual freedoms and rights protected by the Constitution were at the heart of most discussions. One must realize there is a difference between a “Conservative” and a “Constitutionalist” or a “Libertarian” viewpoint. A Constitutionalist usually cares less about impeding what conservatives would consider “immoral” activities and focuses more on individual freedoms. While the so called “Moral Majority” rules the conservative faction, Constitutionalists tend to leave the moral judgments to God  and focus on staying true to bringing government back to its correct size and scope. Their rally cry is tax inequality, in the idea that without continually increasing tax revenue the government would have to shrink by necessity.  Representative Tom McClintock a well known “Tax Fighter” and somewhat of a celebrity in the anti-tax political realm was on hand to deliver a speech on the topic and was well received by many admiring Tea Party people.

In 2012 I believe we are in for a historical change of many philosophies and view points on political issues brought on by the necessity to restructure our fiscal policies. I see many different avenues for people to come together and build on common beliefs to achieve the goals that must be met for us to move forward at this stage in our country’s history and I as difficult a task as it may be to hold the position of a publicly elected representative at this time, I am excited at the challenge and look forward to working with all who wish to contribute in creating solutions for the challenges that we face here at home in our county.

Typically it is assumed that there is no middle ground between alternate sides of the aisle politically, as the author of this book suggests on his cover art.

Today I had the opportunity to attend both our local Earth Day celebration and our local Tea Party tax rally.

Interestingly enough there were commonly shared beliefs voiced independently at each event unbenownst to the other.

Later this week I will elaborate in more detail with a longer blog post.

Very interesting stuff, that is actually a breath of fresh air towards better understanding, as well of course mixed with some all to over used rhetoric. Stay tuned.

Tour of California to come through Jenny Lind

The “Tour of California” will be coming through Jenny Lind on May 17th.

Three time “Tour of California” winner and 2007 3rd place finisher in the international “Tour de France” Santa Rosa California  resident and Radio Shack team rider Levi Leipheimer, will be cycling through our own Calaveras County on May 17th.

This tour in May, that goes throughout various scenic and topography diverse locations in California, is a preparatory race for the International Tour De France in July.

 

 

 

We will have a group of fans cheering and waving signs welcoming the tour near the corner of Baldwin and Jenny Lind road in Rancho and where Main street of historic Jenny Lind meets Milton Road. Nationally recognized cyclist Seana Hogan who is also a local resident of Rancho Calaveras has accepted my invitation and confirmed she will join the cheer section at Jenny Lind. We hope you will join in and welcome the tour to our county.

May 17th the tour will be riding through Jenny Lind, mark your calendar!

FEMA FLOOD MAP SCAM

FEMA wants your money for disaster debts

In an attempt to pay for unsustainable and illogical government policies for flood mismanagement it appears that the answer is to create bogus flood maps that require more than twice as many people to purchase flood insurance, which by the way will be sold to you through “Uncle Sam” at a low low price that you can afford.

Here is a link to a wonderful article written by a local investigative reporter with examples from our own county to illustrate how crazy this money raking scheme is. If you haven’t received a bill in the mail yet for your new flood insurance, hold on to your wallet. FEMA is conducting a nationwide scam and we are not immune to it even here in little old Calaveras County.

Resident Deputy Program has started

Calaveras County Sheriff Gary Kuntz with Deputy Newnam and Supervisor Darren Spellman.

Deputy P. Newnam was named Thursday morning as the “Resident Deputy”  for the community of Copperopolis.

His beat covers other areas, but Deputy Newnam has lived in Copperopolis for over 10 years and while he may already be known to many of his neighbors as their home town peace officer, being formally assigned as such is a part of the resident Deputy program that Sheriff Kuntz pledged to bring back during his campaign last year.

Deputy Newnam has been and will continue to be an asset to the Copperopolis community and this formal  designation is helpful in many ways. Deputy Newnam and I will be collaborating on community issues, news and events. Sheriff Kuntz and Deputy Newnam have been invited to the spring Town Hall meeting in Copper next month.

Having been with the Calaveras County Sheriff’s office in various capacities since the mid 1980’s, Sheriff Kuntz relayed historical situations, specific to Copperopolis, where in the past the resident Deputy program has been helpful in solving what are sometimes “hard to crack” cases. Sheriff Kuntz is looking forward to expanding the program to other areas of the county as soon as possible in an effort to maximize efficiency and effectiveness.

Cheers to Sheriff Kuntz for following through on campaign promises. Cheers to Deputy Newnam for his dedication as a peace officer and active community member in Copperopolis. I also want to give a special thanks for keeping me in “the loop” with this announcement. Information getting to the people is one of the most important tasks in today’s fast paced world.

Calaveras County approves $124,000 to promote Food Stamps

03/15/2011 San Andreas, Ca.

By a 4-1 vote $124,640 was approved for marketing food stamps in Calaveras County Tuesday.

“Calaveras Works and Human Services will receive $124,640 for their performance in the contract.”

Apparently our government believes less fortunate people are not able to ask friends or make phone calls to inquire on their own about available assistance so they are giving out hundreds of thousands for advertising.

“The main focus is targeting residents who may be eligible for Cal Fresh benefits (Food Stamps) as well as other public benefits.”

This $124,000 is only part of an actual $350,000 grant from the Office of Community Services which includes funding for a Professor from California State University Sacramento to conduct a study to determine whether or not we as a county are adequately reaching all the needy in our communities. How the professor intends to make the determination is anyone’s guess.

The new county employee “will be responsible for processing applications and providing outreach to the community” and without further delay “It is recommended that the position be established effective March 15th, 2011 in order to begin work”

In the private business world this is what is referred to as a “Marketing Budget” to create an interest in a product that you hope to sell for a profit.

There is neither a product being sold for a profit, or a need to convince the consumer of the need. The end consumer is a less fortunate person who needs no marketing pitch.

Since when did anybody say they thought it was a good idea to spend tax dollars to conduct marketing campaigns to promote food stamps?

The most sickening aspect of all is thinking how much more food could be purchased to actually feed people in need, that is being spent on expensive research by a University Professor and marketing that does not need to be done.

When asked, the director admitted “Food Stamp rosters have doubled in the last two years” so it seems obvious people know where to find help and we have just successfully thrown another $350,000 down the drain.

How long do we have to wait until people say enough is enough?

Community meeting in Copperopolis

Thanks to all who came out last night to the meeting in Copperopolis.

This meeting was called by the Poker Flat HOA to address some ongoing questions regarding safety on the water at Tulloch and feedback on the left turn pocket into Poker Flat with relation to time frame for completion.

I want to give a big thanks to Sheldon and the Poker Flat Board for initiating this meeting and for hosting in their normal generous style with coffee and cookies and opening it up to the whole Copper community for other questions.

Members of the CCLTOA Board, representatives of Drifters Marina, Susan Larson of Tri-Dam, Steve Marks from Copper Fire Board and other members of the community at large were also present and will surely be taking back the information shared to their respective organizations.

I also want to give a very special thanks to Sergeant Smith of the Calaveras County Sheriff’s office and Tom Garcia, Public Works Director of Calaveras County for coming out on a Friday night to speak with the people directly. In my short tenure I have found these two men to be honest and willing to work diligently to protect the safety of our community and clarify for the public, what exactly is transpiring to make things better when and where it is possible.

Both Smith and Garcia were able to give updates on various projects including the bridge on O’Byrnes Ferry road. Garcia said that motion to accept the funding proposal for the repair goes before the Board of Supervisors in March and reconstruction of the broken segment should start in April. As a side note, it was determined that the accident was attributed to driver fault so the trucking company’s insurance will be paying the bill for the repair which is a sigh of relief for the county and public taxpayers alike in such an economically challenging time.

Local Calaveras contractor lands big project

The first major contract was awarded today for the new jail project. The “Phase 1” work involved grading, excavating, and trenching among other things and is a major undertaking to prepare for construction of the new jail that has been long awaited.

County Administrative Officer Jeanne Boyce advised the Board of Supervisors to approve a bid from K.W. Emerson Inc. of San Andreas which was the lowest bidder in a highly competitive field.

Everyone on the Board of Supervisors, the C.A.O. and the project management firm Kitchell Inc. were very happy at the opportunity to award the bid to a local Calaveras County contractor for such a crucial part of the project. The Board approved the motion on a 5-0 vote with all in favor.

Doug Evans of Kitchell mentioned there will be an upcoming pre-bid meeting soon for “Phase 2” of the jail which will be the actual building construction.

We hope to see as many local contractors as possible participating in the bidding process, so please pass this information along to people you may know that are state licensed contractors.

Congratulations again to the K.W. Emerson company for winning the bid in a field of 5 very capable companies with competitive pricing. Being a well known reputable contractor didn’t hurt as was voiced by many in attendance including local Valley Springs resident Marti Crane who recounted a story of the Emerson company helping years ago on a needed project at Valley Springs Elementary School.

Phase 1 of the project is estimated at approximately $850,000.

The new jail project is projected to last through 2012 and hopefully will provide employment opportunities for many struggling local contractors. Please help get the word out about the upcoming “Phase 2” bidding process coming soon.

Copperopolis Horses are now safe

Possible Solutions for branch libraries

The simplest solution it seems would be to divide the $160,290 the county has allocated for the branch libraries by the number of branches, which is 8 and each branch would receive approximately $20,000 to do what they see fit with.

Simplest does not always equal best, so I would like to hear ideas on how we might go about attempting a change towards greater fairness in distribution of funding.

I’m listening here on line and in person every Thursday from 12-1 p.m. at the Rancho Calaveras Clubhouse and 2-3 p.m. at Snaps coffee shop in Copper Town Square.

We had our first community meet ups last week and I met several new people as well as some I had the opportunity to know from the campaign trail last year. I look forward to Thursdays in my schedule, to meet with people and get feedback about what’s new in our community.

Financial inequities abound

Your Help is Needed

During the last 12 months of campaigning, before I took office, it was very obvious that there are numerous inequities in this county, including how and where the money gets spent.

This first piece is dealing with the branch library system. Like most other systems the outspoken (squeaky wheel) or (connected) people seem to get what they want at the expense of others getting less than they deserve/need.

I often hear many cries for “equality” and “fairness” but how willing are these people to “practice what they preach” when it comes to the ideals of sharing resources especially in financially difficult times like those we are faced with now?

We owe the people who pay the taxes an explanation and/or an apology and a change in our procedures. Together we can create a more equitable society, but it must start locally with you and I.

Are you willing to help by joining the effort for fairness and logic?

Honesty and Candor are what we need, not bogus excuses masking person philosophies. If self appointed elitist circles want to posture and promote their benevolence, then let them become philanthropists of the highest manner. We the people, who are the salt of the Earth, will gladly accept their donations, but therein lies the problem.

Most who actually have the means to promote honorable civic activities (I have friends in this category and they are very generous) usually do practice a fair amount of philanthropy, without which many good things would cease to exist. It is most often those who wish to reach new heights on the societal ladder that use unscrupulous means of taxation and unfair distribution of public monies in an attempt to gain their status, which they have not had the good fortune to garner on their own.

At this time, though never ethically defensible, we can not afford to have public monies spent so unfairly in favor of certain groups that lobby or complain more than others.

I hope that after reading this you will feel a desire to be of service in some positive way to help make things better. This example of the branch library system is just one of many that need correcting.

Library lays down the law (of Moses)

Apparently there are those who feel they need a copy of the local paper more than the county library, which prompted the staff to quote the Old Testament decree from God to the prophet Moses in an attempt to curb theft.

Thanks to the library staff in San Andreas for proving the point, that our society is centered on the teachings of the Bible, contrary to what some would say.

Let us not deny our roots and traditions that made us great, but embrace our history and traditions that are and always will be the strength of the American spirit.

Wading in to the mire

Growing up in a small agricultural town in San Joaquin County brings back memories that  often apply to life.

On the outskirts of town there were many dairy farms. When the weather gets wet, large areas of deep mud often form where cows frequent. If a cow becomes stuck in the mud, someone has to get it out. If the cow stays stuck for to long it will dehydrate/starve and die.

Government, at all levels, federal, state and local are still alive, but are stuck in the mud.

During the campaign trail  many of my community elders would recite traditional axioms for staying politically clean like, “stay away from the mud pit”  or “if you roll with the pigs you’ll get muddy”.

For a rescue of this sort to be successful though, requires me, like the farmers, to get in the mud before the thing dies.  So, with a knowledge that we would like our government to function better and needing to wade in to accomplish that, I wore waders on my first day, to signify that while I am wading in, it’s in an attempt to rescue and I’m trying to stay as clean as possible in the process.

Thank you to all those who have been a part of making this effort happen, for the continued support and for new people that are joining our efforts more and more as time rolls forward.

Is the expression we have already heard from many of the internet bloggers. Well, yes it will be, so lets get to work and not waste any time.

This is going to be an all out “GIT-R-DONE” fest. Let’s see how many people we can put back to work and how much money we can save the taxpayers of this county.We have a remarkable team of players just waiting to hear the starting bells and yes, we are in for a long 4 years. We hope for 4 years of unprecedented changes for the better, powered by the people.

To Bible or not to Bible?

Special thanks to all who have a firm grasp on the reality of our great American traditions!

Your supportive letters and e-mails have been very uplifting.

Apparently to some residents of our county, swearing in on a Bible is an affront to their sense of multiculturalism. Regardless of the fact that every American president has been sworn into office with their hand on the Holy Bible, some still have issue and have voiced their opinions via email and in public forums like letters to the editor in the newspapers.

Taking the Oath of Office

Tuesday at 3 p.m. the swearing in ceremony took place in the Board of Supervisor’s chambers of the government center at San Andreas.

I was honored to pledge my allegiance to the Constitution of the United States of America and to swear in on the Holy Bible as has been a tradition in our nation for over 150 years, though it is becoming more uncommon unfortunately.

With many family and friends in attendance I felt supported and appreciated.

Calaveras planning group meeting

Today I was welcomed as a guest speaker at the Calaveras Planning Coalition monthly “brown bag” lunch and meeting.

I was asked to give a brief introduction followed by about an hour of questions from community members representing all five districts within the county.

Since this was our first official time to speak to planning related issues, the conversation was not as diverse as some would have liked including myself and was for the most part dominated by questions regarding the Valley Springs community plan.

Because the Valley Springs community plan is in the spotlight right now, everyone seemed patient enough to defer other subject matter to a later date, which I agreed to attend again when we could have more time to speak to other issues planning related.

I want to thank the CPC for welcoming me as a new supervisor to speak with their group. I felt the concern and open minded nature of the group to be refreshing and look forward to future discussions and collaboration towards creating an even better quality of life for all our friends and neighbors in Calaveras County.

Calaveras “pooch paradise” with Palm Springs amenities?

In Tuesday’s  meeting of the Board of Supervisors there were many items on the agenda for the day, many of which were discussed passionately by voters from around the county, but the one item that stuck out for me was the discussion about the proposed new Animal Services facility to replace what virtually everyone agrees is an desperately inadequate facility.

Three different locations with, site specific, estimated cost analysis plans were presented by Brian Moss, Calaveras County Environmental Health Director for the members of the board to consider in preparation for a new facility.

The actual construction costs of a building were negated in the conversation since regardless of preferred site location, the planned structure would be the same architecturally, or that is the plan. So that leaves only a comparison of cost associated to specific sites for review.

If the new facility were to be built on the current Government Center site, not far from the existing site, just a little farther east, on approximately 3 acres, the cost would be significantly lower due to already existing infrastructure such as water, sewer, electricity and other factors.

Government Center site………………………$53,715.00

HWY 4 and Vallecito Road………………………..$198,149.00

HWY 49 and Angels Road………………………………..$597,891.00

While many issues were discussed including future capacity, animal noise and potential odor from the animals, the architectural firm representative that will be handling the plans gave testimony that with these updated facilities that are completely enclosed, with the exception of a open play/exercise area, there are absolutely no sounds or odors outside of the building. This was a relief to most and seemed to be reason to accept the government center site without hesitation if for nothing else, proximity to the Sheriff’s office which is responsible for running the facility and seconded by most members of the Calaveras Humane Society that spoke during public comment.

When the discussion went back to the board District 3 Supervisor Merita Callaway had questions regarding the HWY 49 site, in specific about the ability to construct not just an indoor facility with an exercise run , but an expansive “Indoor-Outdoor” facility with the possibility of walking trails.

The architectural representative said, sure “We are working on an indoor-outdoor facility right now in Palm Springs and it’s a fabulous facility”.

There is no doubt that we need an updated facility and the majority of testimony given was in favor of the cost effective government site, both from the Sheriff’s office and the Humane Society.

Yet, when the supervisors voiced their opinions on what will eventually come to a vote at some later date, Supervisor Callaway was adamant that the most expensive HWY 49 indoor-outdoor “Palm Springs” style facility was what she intended to vote for. The Calaveras Humane Society did not even favor this site.

Please contact your supervisor and let them know how you feel about their position on this issue and encourage them to either continue to favor, or move towards choosing the option that not only helps our animal friends with a badly needed updated facility, but one that is more affordable and logical in location, which is at the government center.

Calling the cavalry and squeaky wheels……..

There has been some monkey business regarding (CSA1) funds lately which prompted a call for clarification and if needed, calling in the cavalry.

In the last 6 months of the campaign, before the election, there was an inordinate amount of paving work done that never went out to bid without authorization of the CSA1 citizen committee in an apparent attempt to buoy Mr. Thomas’ approval rating in Rancho Calaveras, to the tune of some $300,000. For which by the way, Mr. Thomas received a $2,500 campaign contribution from the contractor of choice who supplied the bulk of the job materials.

So, when I see an official document that says they are budgeting $1.5 Million for the next fiscal year, and the board approval is scheduled for the last board meeting of the year, you bet your bippy, as my grandmother would say, I am going to alert the troops.

Whether the crisis was a false alarm, or a good cover up with a logical explanation, anyone thinking of sliding anything past is now on notice, that we are watching the hen house.

I beleive the explanation I was given on Friday by Public Works and I hope that this is the start of a decent line of communication that creates better outcomes for everyone in the future.

When $1.5 million is on the line, I’m going to ready the troops first and talk second, there is just to much at stake to not be prepared for action if necessary.

One of the most important things I learned campaigning was if there are enough people that show up you can’t brush them off. Their statements will be recorded for the official records and action will be required.

CSA 1 clarification….sort of

Rancho Calaveras

Meeting with public works on Friday went well. We clarified the $1.5 Million didn’t have to be spent. Apparently any money that is not declared “in the budget” can’t be used, or is more difficult to use if needs be, so in turn they declare as a default that all current and rollover monies are to be available by formally “budgeting” them even without a specific project mandate. Still scratching my head a little on the inherent logical or illogical nature of that line of reasoning, but we are talking about government, so I guess that explains it!

Crisis averted apparently and we had a chance to talk about future projects for Rancho Calaveras and the Copperopolis area. There are some good things coming our way. More on that soon, but suffice it to say the news is good. Stay tuned and feel free to ask questions in the comment area.

County looks to Rancho for Christmas cash

All I want for Christmas is $1.5 Million, says county public works director Tom Garcia.

In a last minute, end of the year apparent attempt at a very large money grab we see the county looking to Rancho Calaveras CSA1 road funds to help float their budget with no apparent regard to propriety.

Although in the 2009-2010 budget cycle there was road maintenance that took place in Rancho Calaveras totaling $211, 033, Calaveras County Public Works Director Tom Garcia expects to empty the Rancho Calaveras bank account in the 2010-2011 fiscal year to do extensive paving projects with county work crews.

Despite that the county was apparently in breech of contract recently for doing work in access of $120,000 without putting the contract out to bid, this most recent attempt to wrangle money from Rancho residents is appalling at the very least.

In the report to the Board of Supervisors known as the “Annual Benefits Assessment” created on November 19th (I received a copy today) for the fiscal year 2010-2011 Public Works Director Tom Garcia states…..

“Typical of historic practice, Public Works has programmed expenditures in an amount matching annual revenues plus cash carried over to accomplish scheduled road maintenance and improvements.”

“Thus the budgeted expenditure for FY2010/11 is $1,578,199.”

Talk about a Christmas wish list! Please contact your Supervisor and tell them to vote NO on this money grabbing scheme by the public works department. Once I get in office it can come back to the board and be revised. Victory for the people at the polls

Tuesday’s election was very exciting for many of us who voted with great hope for a better future. Though inevitably some were pleased and some were disappointed, at least locally here in District 5 of Calaveras County our campaign to take back our local government seems to have been successful.

 

The final numbers on election night were

Spellman for Supervisor Campaign……….55%

Thomas Campaign………………………44%

These numbers are from the actual polls on election day. There are still some “provisional” ballots and “absentee” ballots that were dropped off on election day that still need to be counted. They tell us that after the counting the outcome should be the same in terms of percentage, but we will make sure to post all the official numbers here when they are released by the county recorder’s office.

Mr. Thomas conceded the win to our campaign on election night as he left what he had hoped would be a victory party at La Contenta Golf club, according to local papers.

It must have been an emotional night for him and I wish Mr. Thomas the best of luck in his future endeavors and thank him for the service he rendered to our community during his time in office.

Looking forward, there are many things to accomplish and I am ready to get started. Newly elected representatives are sworn in the first part of January 2011. I suppose my new year’s resolutions this year will be easy to guess as getting a running start on working for the people of district 5 will be in the forefront of my thoughts.

Many thanks to all the wonderful people who have helped make this campaign successful, it was a difficult road, but you pulled through and I am very inspired by your efforts. As a result of such a wonderful effort, I am committed to doing all I can to help preserve what we have and look for ways to make our communities even better and hope that you will continue to stay in touch and lend your wisdom to the process.

We have heard from the beginning that people want more information and easier access to it. We now have a Website, Web Blog, Facebook, YouTube channel, E-mail, and dedicated campaign message recording system (209) 786-4585.

Better informed people make better informed decisions. I will work to make sure you have the information you need to help our community be a better place. Electing a good person does not mean after the election that person can take on all responsibility even if they are willing to try. To create a better community requires involvement by those who live there.

One of my commitments has been to seek out people with the skills necessary to get us where we want to be and ask those people for help. I am happy to report that so far there have been wonderful people, with many different backgrounds and expertise’s that have stepped up during this campaign and more will join them as we move forward.

Together with your help, we will have a better future here in Calaveras County.

Now with your help, we can make it even better. A true perfectionist realizes there is no such thing as perfection, only the possibility of continually getting better as a result of dedicated effort. Sheriff”s Deputy jobs being cut are inevitable perhaps, but my commitment is to make saving these critical jobs, one of my highest priorities, if elected supervisor.

Spaghetti with “The People”

Saturday October 9th we had our best meet and greet fundraiser yet. Over 150 people came through the Rancho Calaveras clubhouse doors sharing good food and conversation, between 4:30 and 8:00 p.m.

I really enjoyed seeing old friends and meeting many new ones. The excitement and positive energy that was present during the dinner really energized me to continue to meet as many people as possible before election day which is close upon us, only 23 days from this posting. Thanks to everyone who came out and shared a meal with us. A special thanks to my core group that works so tirelessly and our extended networking team that seems to know just when we need a boost of extra support. You all are awesome!

Spellman vs. Thomas debate “part deux”

An invitation was sent to Russ Thomas this afternoon with a “reply by” date of 10/11/2010.

In today’s Valley Springs News, Thomas was quoted as saying he was willing to debate and take questions openly from the audience, at any venue, with any moderator, and before any crowd.

We in the Spellman campaign see this as a “Victory For The People” and a sign that our persistence in advocating for truth and transparency may actually pay off.

Through the slander, the lies, the mockery and debasing comments which were totally unwarranted, we kept pushing forward in behalf of the common people who are tired of the rhetoric and want to have their questions answered.

Personally I think Russ Thomas is bluffing and when we call his bluff he will re-cant or ask for other caveats that are different from his printed statement in the Valley Springs News.

We can only hope that Mr. Thomas will keep his promise, because the people of District 5 deserve to be heard and have a chance to ask real questions, in a real open forum, without any filtering from biased moderators.

Wednesday night at the Armory in Copperopolis could have been great had we been given the chance, before the moderator allowed the crowd to overpower the meeting yelling and screaming.

I look forward to the real debate, should Mr. Thomas keep his promise. We can only hope.

P.S. The Chamber was very embarrassed today when they were found to not have vetted the moderator Mr. Gerton before the event. Immediately following the Wednesday night debacle, members of our campaign drove by Mr. Gerton’s house and took photographic evidence that he is a known Thomas supporter as proven by the 32 sq ft Thomas campaign sign mounted prominently on his property just a couple houses down from Mr. Thomas on Little John Road in Copperopolis.

I guess that shot some holes in the “conspiracy theory” slander!

Let the people speak!

 

At tonight’s debate in Copper a promise was kept, to let the people speak. From the beginning of our campaign we have promised to listen and to take action and tonight was about keeping that promise to the people.

One of the people who attended tonight’s debate said

” I heard that he was a history teacher, he certainly made history tonight.”

During the campaign we have heard people say they are “Jaded” or “Disappointed” in the political system at all levels, local, state and federal. One of the recurring themes that is evident when speaking about local politics is that people feel like they should be able ask questions directly from the audience and have them answered instead of the regular “canned questions” pitched by a sleepy moderator.

Tonight we asked that the moderator facilitate people in the audience, to allow them to ask the questions directly to the candidates without any filtering, similar to public comment time at the Board of Supervisors meetings. A person approaches the microphone, states their name, where they are from and proceeds with their question.

This is the very format we asked for tonight, however the moderator and the current supervisor stated they were in control and there would be no questions taken directly from the audience at all. They quickly closed the meeting and announced it was over.

If the intent of the meeting was for citizens of Copperopolis to have an opportunity to ask the candidates questions so they could get to know them better, why would there be opposition to letting people from the audience ask questions directly?

The offer was made several times to take questions directly, but neither the moderator or my opponent was willing to compromise. Once again we have a true example of people in positions of power that want to maintain the status quo.

One of the reasons our country is so great, exists in our ability as common people, to affect a change in the powers that be through our votes. Please make sure that you and those you know, vote on November 2nd and exercise your power.

I have listened, I continue to listen and if elected will remain available to receive your input about our community, because it is “OUR” community and you deserve a voice.

Rancho Debate

New information went public about large donations to the Thomas campaign that include;

PG&E, George Reed Construction, Oak Canyon Ranch L.L.C., and Sierra Pacific Lumber company to name a few. Thomas unconvincingly defended one of his large donations.

At the Rancho Calaveras debate on Monday night more information was able to come to light regarding what the Spellman campaign is about and what can be expected should we win the election on November 2nd.

Thanks to all those who attended in Rancho and we hope to see as many Copper fans as possible on Wednesday at the historic downtown “Armory” building. The start time is 6 p.m. and the event is being sponsored by the Calaveras County Chamber of Commerce in conjunction with the Copperopolis Area Business Association or “C.A.B.A.”

Live Webcast Debate

Thanks to those of you who tuned in to the “live” debate broadcast by the internet news service “Pinetree.net” which took place in Valley Springs. If you didn’t get a chance to watch it live, you can watch it “on demand” on the “Pinetree.net” anytime.

These debates offer you the voters a chance to compare us two candidates on our thoughts, ideas and what you might expect from us if elected.  I appreciate the encouragement and letters of  support from so many people, some of which I have not had the privilege to meet yet.  To those who have taken the time to offer their thoughts, thank you for sharing.

Ethical leadership comes from someone who tells the truth consistently.

Here is a short list things I have heard people express to me on the campaign trail………

#1 We need a common sense leader to get things done.

#2 We must protect funding for essential services such as Fire and Police protection.

#3 The people have clearly asked for someone to “represent” them, someone who is working for “The People” and not just “special interest groups”.

#4 Above all else, the people have said they want honest answers.

We have serious problems in Calaveras County including foreclosures, high unemployment rates, inadequate roads and numerous water related issues. Recently there has been progress in some of these areas, miraculously happening with less than 90 days until the November 2nd election, go figure.  ; )

In the 4 weeks ahead, voters will have a chance to ponder the facts regarding the honesty and integrity of both myself and my opponent.

My opponent did not answer questions posed to him about some very serious matters regarding important meetings, most of which where required by law to have a written agenda, notes from the meeting and which means of media were used to advertise the public notice. So far no documents have been produced and he will not answer the questions. Questions to ask yourself include,

Which candidate will get things done, all 4 years in office?

Which candidate will apply a common sense approach to decision making?

Which candidate will work to save/create jobs?

Which candidate will listen to and act on the will of the people?

Next week, there are 2 debates scheduled, please come, ask questions and join in the  crowds. I am open to addressing questions regarding any of your local needs, that I may be able to help with as a Calaveras County Supervisor .

Monday October 4th 6:30 p.m. at the Rancho Calaveras Clubhouse (HWY 26 and Baldwin)

Wednesday October 6th 6:00 p.m. at the historic Armory building in the “original” main street of Copperopolis.

Saturday October 9th 4:30-7:30 p.m. We will be having a spaghetti dinner for only $5 per adult and kids are free. Come and eat some great spaghetti and help us earn the financing we need for the final push.

Jenny Lind Fire District Board Meeting – SEPTEMBER 21st, 6:30 PM

Please join us on Tuesday, September 21, 2010, at 6:30 PM, at the scheduled Jenny Lind Fire District’s Board of Directors meeting.

I am working with concerned citizens trying to understand the disharmony and conflict amongst the J.L.F.D. volunteers that evolved under the command of the recent Chief, (who suddenly resigned following a J.L.F.D. member’s public Letter to the Editor).

I will help where appropriate to get these issues resolved. Public safety is essential.

Today, over 100+ people attended the “Spellman for Supervisor” campaign Pancake Breakfast at the Rancho Calaveras Property Owners Assoc. Community Club House in the Valley Springs area.

Copper Cove Lake Tulloch Owners Association “CCLTOA” annual meeting

I had the pleasure of attending the annual CCLTOA meeting on Saturday August 21st at the Black Creek Park clubhouse in Copperopolis.

There were many different issues at hand, some of which were just “house keeping” items and others that were alarming and unpleasant.

If you are a resident member of CCLTOA I would recommend that you check with your neighbors and friends to get a better understanding of the highly likely, troublesome issues that are being proposed for your area.

Property owners’ associations are usually formed for the purpose of protecting its members from undesirable circumstances that from time to time can crop up when least expected.

You pay $174 per year to this organization and should at least have a passive interest in what is going on so that you don’t wake up someday to find that your neighborhood is undergoing a dramatic change that you do not appreciate.

At the meeting it was read into the record that over 2,000 ballots were mailed out to residents of CCLTOA to vote on 2 seats that were up for election on the board and only 582 votes (I believe was the number)  came back to be tallied.

Remember, complaining after the fact, when you don’t participate, is the status quot.

We all need to be more aware of what is going on around us with the economic times we are facing right now.

I will end on a positive note and mention that the food was excellent! My new friends that graciously accepted me as their guest for lunch were refreshingly nice people and we made many new connections that will help in the future.

Thank you to those who invited me to the meeting and shared information with me that I agree is essential to be aware of in your community.
